The Ministry is alarmed by recent online activities involving misinformation and disinformation campaigns aimed at discrediting the government.

Initially stemming from legitimate protests by “Gen Zs,” these activities have escalated into organized cyberattacks led by a small group of social media influencers. The campaigns are allegedly intended to undermine government initiatives, discourage high-level visits, sabotage Kenya’s candidates for international and regional roles, and intimidate members of the international community.

The Ministry highlights that many of these activities involve AI-generated deepfakes, fabricated stories, misinformation, and mass-coordinated auto-generated emails, which are being sent to foreign capitals.

Government Measures to Address the Issue
The Ministry assures partners that efforts are underway to tackle these challenges, including the introduction of a Technology Responsibility Charter to promote accountability and ethical digital practices.

Additional measures include:

  1. Establishing a Broad-Based Government to address inclusivity.
  2. Withdrawing the disputed Finance Bill 2024 and drafting a new, citizen-focused version.
  3. Expanding and safeguarding civic space through a Multistakeholder Forum (MSF) on Open Government, ensuring collaboration with civil society, development partners, and missions. A State of Openness Report is also being developed with opportunities for public input.
  4. Protecting individual rights and safety in line with constitutional and international commitments.

The Ministry also reassures diplomatic missions, UN agencies, and international organizations of its readiness to address concerns through constructive dialogue and collaboration, emphasizing Kenya’s commitment to fostering a stable and cooperative international environment.
