Esther Ngero Resigns As Principal Secretary For Correctional Services

Esther Ngero, the Principal Secretary for Correctional Services, has resigned after just five months in office. Her resignation was accepted by President William Ruto on Tuesday, May 23.

In her resignation letter to President Ruto, Ngero cited personal reasons for her decision to step down. She did not elaborate on the reasons for her resignation.

“His Excellency The President has received and accepted with regret the resignation of Ms. Esther Ngero, Principal Secretary for Correctional Services, who is leaving office for personal reasons,” read a statement from Head of Public Service Felix Koskei.

Ngero was appointed Principal Secretary for Correctional Services in January 2023. She had previously served as the Principal Secretary for Performance Management & Delivery Services in the Office of the Prime Cabinet Secretary.

During her time in office, Ngero made significant contributions to the public service. She established the institutional framework to support the implementation of Public Service Performance Management and Monitoring for Ministries, State Departments, and State Agencies (MDAs).

Ngero is a certified accountant with over two decades of experience in the petroleum sector. She is a graduate of the University of Nairobi and the Kenya School of Law.

Her resignation is a loss to the public service. She was a highly respected and experienced public servant. Her expertise and dedication will be missed.

The reasons for Ngero’s resignation are unknown. However, it is possible that she was unhappy with the recent reshuffle of Principal Secretaries. In the reshuffle, Ngero was moved from the State Department for Performance Management & Delivery Services to the State Department for Correctional Services.

It is also possible that Ngero was facing pressure from the government to implement unpopular policies. In recent months, the government has been criticized for its handling of the correctional services sector.
