How Waiguru Allegedly Masterminded NYS Theft Of Over 700 Million (New Evidence)

The ghosts of NYS have come back to haunt former devolution CS, Anne Waiguru.

Merely under a week after the EACC cleared her of any wrongdoing or involvement in the scam, new allegations have emerged from one of the suspects, a lady who in a sworn affidavit offers damning allegations on the role the CS had in the whole affair.

Not only does the affidavit discount Anne Waiguru’s role as a whistle-blower, it actually lays the whole masterminding role at her feet.

In a sworn affidavit on her ongoing case regarding the theft of 791 million shillings, one Josephine Kabura says her companies, Form Home Builder, Roof and All Trading and Reinforced Concrete Technologies did receive the amount as payment for supply of material used in the road construction of Mukuru and Kibera slums.

She says Anne Waiguru facilitated the registration of her companies while engaging her in all these deals. In her affidavit, Josephine alleges that she met Waiguru when the former CS was at Ministry of Finance working at IFMIS directorate.

These dealings saw Kabuburu appointed as a the sole supplier of road materials and in this new role she met Adan Harakhe then serving as Authority to Incur Expenditure. In return for their help, Josephine says she paid an associate of Harakhe 20 million while Mutahi Ngunyi was given 1.5 million, payments given with Anne Waiguru’s blessings.

Another man who allegedly received a payout was  Joseph Mugwanja the head of Banking Fraud Unit who was involved later when Waiguru called in the CID in attempt to act as the whistle-blower and deflect attention. According to Josephine Kabura, Waiguru then pushed for the charging several people including the PS and the DG.

Waiguru got her share through her sister Loise Nyamu Mbarire who would pick the cash in bags after Josephine had withdrawn the cash from accounts the former CS had facilitated their opening. The exchange was made at the basement of the Family Banks’s KTDA branch.
